The Ballard Rules
As many of you know, my book is entitled The Ballard Rules: Small Unit Leadership. Several people have encouraged me to write The Ballard Rules for Indianapolis, and so I have. I’ve been thinking about and developing them for several months now and they serve as a guideline as to what I think is important and how I would govern. It’s easy to put a plan together; it’s a whole different thought process to delineate your principles as to how you would execute the Office of Mayor.

I’m sure most of you feel as I do about the direction of our city and that you want to help reverse course. The Ballard Rules are designed to do just that.
The Ballard Rules for Indianapolis
1. Public Safety is Job 1
2. Local government officials should make financial decisions based on the welfare of the city 10 - 50 years out.
3. The education level expected of children reflects the priority of its citizens and its government.
4. Community welfare is a direct result of private companies wanting to call Indianapolis home.
5. Citizens are proud of their city, but they live in their neighborhoods.
